We do not have a regular newsletter. However, we do periodically send out updates related to NCSA and other updates of interest to those involved in cybersecurity and education and awareness. We promise not to flood your inbox, only to inform you of the latest and most relevant news. We send out, at the most, two updates a month, though there will be more as we head into National Cybersecurity Awareness Month.

Michael Kaiser
Executive Director

Michael Kaiser joined the National Cyber Security Alliance in 2008.  As NCSA’s chief executive, Mr. Kaiser engages diverse constituencies—business, government, other non-profit organizations—in NCSA’s broad public education and outreach efforts to strengthen the nation’s cyber infrastructure, including leadership of NCSA’s premier outreach and awareness campaign, National Cyber Security Awareness Month. NCSA builds efforts through public private partnerships that address cyber security issues for home users (parents and children), K-12 and higher education, and small business. Mr. Kaiser serves on the Department of Commerce, NTIA Online Safety Technology Working Group and was named one of SC Magazine’s information security luminaries of 20009.

Prior to joining NCSA, Mr. Kaiser spent 25 years in the field of victim’s services and rights at National Center for Victims of Crime where held the positions of Director of Program Development and the Director of Programs, and at Safe Horizon in New York City, where he held a variety of senior staff positions, including Associate Director for Development and External Affairs and Associate Director for Administration.

In the areas of technology, Mr. Kaiser has developed training and other programs on the use of technology in crimes such as stalking and identity theft, and worked on programs exploring the use of technology to improve community policing. Along with his wife Laura Fisher Kaiser, he co-authored The Official eBay Guide to Buying, Selling, and Collecting Just About Anything (Simon and Shuster, 1999). He was one of a small group of eBay University instructors and has personally trained more than 8,000 eBay users on expanding their eBay businesses.

He has worked on numerous efforts to raise public awareness about the impact of crime and to encourage victims to seek help, including developing programs and engage teens in creating public education and outreach programs for their peers and conducting a nationwide training and technical assistance program on stalking to improve the law enforcement, victim services, and prosecutorial response to the crime.

Mr. Kaiser has served on several non-profit Boards. He is currently the Chair and a founding Board Member of SPINUSA a national non-profit based in Massachusetts, and has served on the Board of Trustees of the College of the Atlantic in Bar Harbor, Maine, and New Destiny Housing Corporation in New York City.

Maura Kinney
Program Coordinator

Maura Kinney joined the National Cyber Security Alliance in 2009. As NCSA’s program coordinator, Maura develops new content, maintains the Web site, leads the monthly K-12 Working Group call, answers emails sent through the site, and communicates with several stakeholders. Maura also participates in the National Center for Missing and Exploited Children’s Sexting Working Group.

Prior to the NCSA, Maura held communication internships at the Planned Parenthood League of Massachusetts, the Boston Area Rape Crisis Center, and Voices for Global Change.

Maura received her B.S. in Communication from Boston University in 2009.

Shannon Kellogg is Director of Information Security Policy, Office of Government Relations at EMC Corporation, the world’s leading developer and provider of information infrastructure technology and solutions that enable organizations of all sizes to transform the way they compete and create value from their information. Prior to EMC’s September 2006 acquisition of RSA Security, he was Director of Government & Industry Affairs at RSA for three years. Before joining EMC and RSA, Kellogg was the global Director of Information Security Policy at the Business Software Alliance, and also was Vice President of Information Security Policy & Programs at the Information Technology Association of America.

Since February 2004, Kellogg has been a Member of the Board of Directors of the National Cyber Security Alliance, a national public-private partnership to educate users on information security practices, an initiative that he helped to establish earlier this decade. He served as NCSA’s Treasurer and a Board Officer from January 2005 to January 2008.

In late 2007, Kellogg was appointed to the CSIS Commission on Cyber Security for the 44th Presidency. The goal of the nonpartisan Commission is to develop recommendations for a comprehensive strategy to improve cyber security in federal systems and in critical infrastructure. In 2008, he was elected as Vice Chairman of the Information Technology Association of America’s Information Security Committee by his peers.

Mr. Kellogg received his M.A. from George Mason University - School of Public Policy, in Fairfax, Virginia and B.A. in Journalism from Park University in Kansas City, Missouri.

 

Lori Bush, NCSA Secretary

 As a Senior Advisor in Cisco's Critical Infrastructure Assurance group, Lori Bush works with State and Local Government agencies, non-profits and non governmental organizations sharing best practices and technology solutions that can address Homeland Security initiatives in the areas of Public Safety, Public Health, Critical Infrastructure Protection and Information Sharing and Communications. These solutions include the creation and deployment of mobile command centers, interoperable emergency communications and IP-enabled video surveillance to help protect & secure infrastructure, respond and recover from disasters and share critical information in emergencies. She worked closely with the national headquarters of the American Red Cross after Hurricane Katrina, onsite with their multi-vendor taskforce to deploy and support communications to over 300+ shelters.

Lori has just returned from a 15 month "Cisco fellowship" on Cisco's 21st Century Schools (21S) Initiative, a $40 million program to rebuild and infuse technology in schools devastated by Hurricane Katrina and Rita on the Gulf Coast. Cisco's 21S program is multi-phase, three-year education initiative, and she was the strategic partner and relationship manager for 21S, bringing together a coalition of partnerships - public, private and non profit organizations to enable a "force multiplier" approach to building 21st century schools and communities. She was also responsible for spear-heading efforts to create "connected communities" surrounding the 21S schools, extending the school network to connect parents, teachers, students, businesses and the region. These networks provide anywhere, anytime access to communication tools and resources. Over time, they will provide community development and economic opportunities for the area while enhancing the social fabric and providing the digital dividends of having a truly "connected community."

With 12 years at Cisco, she has worked with both Service Providers and Enterprises to deploy solutions in varied environments - from IBM and the e-business solutions to deploying mobile wireless applications, as well as network management solutions. Prior to joining Cisco, Lori was a product manager and engineer at IBM for 12 years working on network management and end-to-end connectivity options.

Lori is an executive board member of the National Institute of Urban Search and Rescue (NIUSR), involved in civic endeavors and on the boards of several government advisory groups and standards bodies (Information Technology Advisory Board for Wake County, NENA, etc.) is an "Internet Safety" advocate, and an active participant with local non-profit organizations such as the Food Bank of North Carolina, Communities in Schools, Habitat for Humanity and Junior Achievement.)

Lori received her B.S in Computer Science from the engineering school of the University of Missouri-Rolla. She lives in Cary, NC with her husband Greg and above-average children, Morgan and Jacob.

 

John F. Havermann II, NCSA Treasurer

John Havermann is the vice president and director of Cyber Programs within SAIC’s Intelligence & Information Solutions Business Unit.  Havermann brings more than 22 years of specialized information assurance experience within intelligence community and Department of Defense programs.  His experience includes multi-level security systems design, electronic key management, and system security engineering of national security-related communications infrastructures. 

Prior to joining SAIC, Havermann was the senior Advanced Programs manager for the Intelligence Mission Solutions line of business at General Dynamics, where he led design and management activities for multi-level security and other information assurance programs.

Mr. Havermann served in the U.S. Air Force for nine years. His assignments included:

Jacqueline F. Beauchere

Director, Communications & Marketing-Trustworthy Computing

 Jacqueline F. Beauchere is Director, Communications & Marketing - Trustworthy Computing for Microsoft Corp., responsible for strategic communications to worldwide consumer and government audiences on Microsoft's work in computer security, privacy, and online safety.

Prior to this role, Jacqueline was Director, Trustworthy Computing Strategy, where she oversaw and managed external and internal communications pertaining to the company's Trustworthy Computing (TwC) effort.

Before joining TwC, Ms. Beauchere was a Senior Marketing Manager, MSN Safety & Security. She joined Microsoft's MSN division in May 2004 to lead a company-wide consumer online safety program. In that role, Jacqueline was responsible for cross-company consumer awareness and education efforts around spam, phishing, and identity theft, as well as children's online safety, privacy, and computer security within MSN.

Ms. Beauchere's first 4-1/2 years at Microsoft were spent in the Government Affairs' division of the company's Legal & Corporate Affairs department as a Corporate Attorney and Policy Counsel.

Before joining Microsoft in December 1999, Ms. Beauchere was an attorney in private practice in New Jersey, New York, and Washington, D.C. A second-career attorney, Jacqueline spent 12 years as a real-time financial news correspondent and editor, most recently with Reuters America, Inc., in New York.

She is a cum laude graduate of Seton Hall University School of Law in Newark, N.J., and holds a dual BA in international relations and journalism from The American University in Washington, D.C.

Francie Coulter

Francie Coulter joined McAfee in 2005.  In her role as Worldwide Consumer Public Relations Director, she develops and implements the company’s strategic global consumer public relations initiatives, with the mission of educating consumers about Internet security and safety issues.
 
Francie has held senior corporate communications positions with a variety of start-up, consumer and enterprise companies including iPrint.com, an online printing company where she was responsible for managing the company’s corporate communications strategy from early stage through the company’s IPO; seeUthere.com, a software company focused on meetings and travel management; and Cendura Corporation, an enterprise software company.
 
She began her career in New York City where she held marketing and public relations positions in book and magazine publishing.

Christopher Boyer

Assistant Vice President - Internet & Technology Policy

Chris Boyer serves as Assistant Vice President - Public Policy at AT&T Services Inc.  Mr. Boyer's responsibilities include the development and coordination of AT&T's strategic policy initiatives at the Federal and state levels impacting emerging services and technology including a recent focus on cyber security.  In this capacity Mr. Boyer serves as AT&T's representative on the board of the National Cyber Security Alliance a public private partnership dedicated to promoting cyber security awareness for home users, small and medium size businesses, and primary and secondary education.

Prior to this assignment Mr. Boyer was AT&T's dedicated public policy resource embedded with AT&T's functional business units responsible for coordinating the company's nationwide efforts to expand fiber optics into neighborhoods to deliver Internet Protocol (IP)-based television, faster high-speed Internet access and voice services under the AT&T U-verseSM brand.  In this role Mr. Boyer has represented AT&T before numerous external audiences and policymakers as a subject matter expert on AT&T's U-verse initiative.
  
Mr. Boyer joined AT&T in 1993 and has held various positions in AT&T’s corporate public policy, network planning and engineering, wholesale marketing and network services departments including extensive experience working on AT&T's broadband, VoIP and IPTV initiatives.
 
Mr. Boyer holds a Bachelor of Science in Business Administration degree from the University of Kansas in Lawrence, Kansas and an MBA from the University of Houston in Houston, TX.  He and his wife Marnie have a son, Matthew, and a daughter, Sydney, and reside in San Ramon, CA.

 

Roland Cloutier

Vice President, Chief Security Officer

As the newly appointed CSO of ADP, Roland Cloutier brings one of the world's largest providers of business outsourcing solutions a wealth of global protection and security leadership experience, including the management of strategic converged security and business protection programs. In his role at ADP, Mr. Cloutier is responsible for managing the latest security protocols to protect ADP clients and their data. Mr. Cloutier is ADP’s board representative for the National Cyber Security Alliance Council.
Prior to ADP, Mr. Cloutier served as Vice President and CSO of EMC, where he spearheaded protection of the company's worldwide business operations including leadership of all information, business risk, crisis management, and investigative security operations, across both the commercial and government sectors.

Additionally, Mr. Cloutier has held executive security management roles at consulting and managed security service organizations including AimNet Solutions, Paradigm Technology Partners, Network Data Systems (NDS), and EDS. He has more than nine years experience in the military and federal law enforcement in global aerospace protection, fraud and diversion investigations, and special event protection including an assignment at the 1996 Olympic Summer Games in Atlanta.

Mr. Cloutier is a member the Security for Business Innovation Council, the Center for Information Policy Leadership, the U.S. Information Technology Sector Coordinating Council, High Tech Crime Investigations Association, National Domestic Preparedness Homeland Security Task Force, and the Infraguard Program of the Federal Bureau of Investigation. He is involved in the International Security Working Group for the Center for Strategic and International Studies and is on the Advisory Boards for Vigilance Corp and Core Security Technologies. Mr. Cloutier has presented to organizations including FINRA, GFIRST, CSO Magazine, RSA Conference, ILEA, IDC and the John Hopkins-APL Kossiakoff Conference. Also, he has been a guest lecturer for Worchester Polytechnic Institute, Babson College and Northeastern University.

Mr. Cloutier studied Computer Science at Boston University and Criminal Justice at Holyoke Community College and the Community College of the Air Force. Mr. Cloutier currently lives in New Jersey.

 

Charles Croom

Vice President of Cyber Security Solutions

Charles “Charlie” Croom joined Lockheed Martin Information Systems & Global Services as Vice President of Cyber Security Solutions in October of 2008. In this capacity, he shapes the corporation’s cyber security strategy with insight from his 35 years of distinguished service, leadership, and technology experience from the U.S. Air Force.

Croom co-chaired a National Security Telecommunications Advisory Committee Task Force on “Strengthening Government and Private Sector Collaboration” which issued a May 2009 report recommending that the President direct the establishment of a Joint Coordinating Center.

Croom retired as a U.S. Air Force Lieutenant General, Director of the Defense Information Systems Agency (DISA), and the Commander of the Joint Task Force for Global Network Operations in September 2008.  While at DISA, he led a worldwide organization of more than 6,600 military and civilian personnel to serve the information technology and telecommunications needs of the President, Secretary of Defense, Joint Chiefs of Staff, combatant commanders, and other Department of Defense stakeholders.

A graduate of Rutgers University’s ROTC program, Croom entered the Air Force in 1973.  His career spanned four commands to include: major command, numbered air force, Air Staff, defense agency, Joint Staff, Office of the Secretary of Defense, and unified command levels. He holds bachelors’ degrees in both Economics and Electrical Engineering from Rutgers University, a master’s degree in Management and Business Administration from Webster College, and Distinguished graduate degrees from both Squadron Officer School, and Air Command and Staff College at Maxwell Air Force Base. Additionally, he has completed Executive Development programs at Harvard University, Cornell University, and the National War College.

Marcus Sachs
Verizon
Executive Director of Government Affairs for National Security Policy

Marcus Sachs is Verizon’s Executive Director for National Security and Cyber Policy. He works closely with government and business executives in task forces, working groups, committees, and trade associations as part of the National Security and Emergency Preparedness community in Washington D.C. He is a member of the CSIS Commission on Cyber Security for the 44th Presidency and since 2003 has volunteered as the Director of the SANS Internet Storm Center. Prior to joining Verizon in 2007 he was the deputy director of SRI International’s Computer Science Laboratory.

Sachs is a retired military officer, having served for over 20 years in the US Army Corps of Engineers. His last duty assignment was with the Joint Task Force for Computer Network Operations in Washington. After retiring from the Army in 2001, he was appointed by the President to serve on the staff of the National Security Council where he was the Director for Communication Infrastructure Protection in the Office of Cyberspace Security. While at the White House he developed the initial concept of the US-CERT, and subsequently helped to establish DHS’ National Cyber Security Division in 2003.

Sachs holds degrees in Civil Engineering, Science and Technology Commercialization, and Computer Science. He is currently pursuing a PhD in Public Policy at George Mason University and is a Senior Faculty member of the SANS Technology Institute.  He is a licensed Professional Engineer in the Commonwealth of Virginia and is a co-editor of IEEE’s Security and Privacy magazine.

 

Nadia Short
General Dynamics - Advanced Information Systems
Vice President of Strategic Planning and Business Development

Nadia D. Short is vice president and general manager of the cyber systems division for General Dynamics Advanced Information Systems.  The division is a market leader in delivering comprehensive cyber security mission solutions to defend large enterprise and national networks and critical infrastructure for the defense, intelligence and homeland security communities.  The division’s core capabilities include: situational awareness and command & control; cyber security operations and services; intelligence and analysis support; information operations; computer network exploitation; digital forensics; and cyber incident response.  Ms. Short is also the lead for the General Dynamics overarching cyber initiative, with responsibilities for the strategy and business development efforts.

Ms. Short has worked for General Dynamics since 1996.  She served as vice president of strategic planning and business development where she led the company’s strategic planning, business development, marketing and public relations, customer and corporate relations, mergers and acquisitions, as well as its philanthropy program.  Prior to this, Ms. Short was director of strategy and business development for the information assurance division of General Dynamics C4 Systems.  Ms. Short also served as director of emerging business for the communications networks division where she led the successful business capture initiatives for the Automated Digital Networks System Inc III with the Navy, the Warfighter Information Network – Tactical with the Army, and the Key and Identity Management Inc II for NSA.  During her tenure with GDC4S, she was responsible for developing the communications, networking and cryptologic systems for ground-based, airborne and spaceborne platforms. She provided program and technical management for command, control, communications and computing intelligence (C4I) systems, battle management system development and operational intelligence support programs.

Before joining General Dynamics, Ms. Short served in the U.S. Army for 14 years.  She was a Chief Warrant Officer in the United States Army Signal Corps where she was in charge of the planning and operation of tactically deployed secure voice and data networks. She was awarded the Bronze Star Medal for her service in Desert Shield/Desert Storm.

Ms. Short’s degrees include a master of business administration and a bachelor’s of science degree in Computer Information Systems.
