Senior Director, Global Government Relations, Visa, Inc.
Carl Holshouser is senior director of global government relations at Visa, handling a broad range of technology policy issues, including data security, privacy and cybersecurity. Carl joined Visa in 2013 from RCC Consultants, a global telecommunications, technology and engineering consulting firm where he represented the company’s interests before state and federal policymakers. Prior to RCC, Carl worked for Textron Systems, a global defense and technology company, where he handled technology and cyber policy issues.
From 2007 until 2011, Carl was a Principal at Capitol Partners, Inc., a Washington, D.C. based government affairs firm. He handled budget, appropriations, defense and commerce-related issues on behalf of the firm’s clients.
Carl also served as a Capitol Hill staff member in the offices of Senator Kay Bailey Hutchison (TX) and Representative Lamar Smith (TX-San Antonio). He is a native of San Antonio, Texas, and graduated from the University of Texas at Austin with a Bachelor of Arts in Government and Communications.
Carl serves as the Chairman of the Public Policy Committee at TechNet, the largest CEO-led technology trade association in the United States; as the Vice Chairman of the Board of the National Cybersecurity Alliance (NSCA); and as the Vice Chairman of the Information Technology Industry Council’s (ITI) Government Relations Committee.
